The Health Insurance Tax is a multi-billion-dollar annual
tax on health insurance premiums that was suspended in 2017 and 2019. Now,
unless Congress acts quickly, the tax could be reinstated for 2020 – increasing
premiums by an average of $241 annually for the typical Medicare Advantage
Seniors rely on affordable Medicare Advantage plans to
access the care they need. Suspending the Affordable Care Act’s Health Insurance
Tax for 2020 is one of the most direct ways for Congress to provide financial
relief to seniors and protect our care.

To U.S. Congress:
As your constituent, I am writing to request that you suspend the Health Insurance Tax (HIT) for 2020 and consider a long-term HIT repeal to protect affordable health care for America’s seniors, families, and people with disabilities.
The Patient Protection and Affordable Care Act (ACA) imposed the HIT – an annual tax on health insurance premiums. This tax applies to individual policies, small groups, employers that are not self-insured, Medicaid managed care, Medicare Part D, and Medicare Advantage. Over 25% of the tax falls on Medicare Advantage and Part D plans, placing a heavy burden on seniors and other beneficiaries.
Last year, nearly 350 Democratic and Republican Members of Congress recognized the serious consequences of reinstating the HIT and voted to suspend the tax for 2019. Allowing the HIT to return in 2020 would increase health insurance premiums by $241 for the typical Medicare Advantage enrollee – more than half of whom live on less than $30,000 annually.
Suspending the HIT for 2020 and repealing the tax in future years would prevent further increases in the cost of care for over 20 million Americans. Please act today to protect our care.
