Congress : Curtail the power of the executive to make state lands a federal designation. Force the return of federally owned/controlled land to the states.

Land within state boundries is best administered by the states. The federal government should not own state land. The Constitution ALLOWS federal land ownership solely for the purpose of administrative/public service needs.
Legislation limiting and/or completely curtailing the executive overuse of powers allowing him to designate land within the various state boundries for purposes not necessarily desired by those states urgently needs to be passed. The original purpose of those powers has long since ceased to be needed and the powers themselves have become a means of accomplishing political goals. As well, when many of the former territories became states it was understood that lands held in federal trust would eventually be turned over to the states. The time to do so has long passed and the federal government shows no disposition to begin now.
